At times, it is permanent it and develops with each subsequent season when the series "jumped the shark" or lost it’s allure. Sometimes it's a transitory slump from which the series recovers by bringing in new writers (who either don't know anything about the original material at all or are really terrible) or by disregarding all of the previous events of the weaker or finest seasons. However, if a show runs long enough, seasonal rot always sets in and writers should always consider the best time to end the show (in a good or bad way) or bring it back on track while it's still good, or the show can simply start a new writing team to improve the series and make everything better in the future.
